Name	Secession for Peace
Need	little appears to be written of the criteria for secession of a minority group from the government of the majority. It appears to be the last resort in countries like Yugoslavia, after bloodshed, rather than an option to resolve disagreements.
Proposal	secession should be studied as a tool for peace and the methods of compensation for relocation to new boundaries studied and discussed so that international standards might be approved
